Juneau (6), Nome (1), Dillingham (1), Fairbanks (1), Anchorage (1), Palmer (1)

• Discussed Endorsement Survey. Thoughts on Ballot Measures 1, 2, and 3
  • Several members spoke in favor of Yes on 1: reinstating campaign limits
  • Several members favor of No on 2: Keeping rank choice voting
  • Discussion on Ballot Measure 3: An act specifying that only those who are United States citizens and meet the other requirements may vote.
  • Some expressed neutrality since this is just a “do nothing” proposal that would just be putting into state law what is already in Federal Law
  • Some were strongly opposed since this could be a precursor to other state level regulations making ID requirements that could make it harder for citizens to vote
  • Someone had heard that this ballot measure was added as a driver to get people to the polls to vote on this issue to and turnout for anti-immigration candidates
  • Someone proposed that the party not take a stance on ballot measure 3
    • After discussion, it was decided to keep ballot measure 3 as part of the endorsement survey
• With the non-heirarchical leadership and conversation format, a participant asked for clarification on how to “make motions” or vote on agreement. It was decided that silence means agree or not opposed. Though participants always have the option to disagree and have their disagreements noted for the record.
• Discussion of the Senate section the survey. Though Peltola and Sullivan fill out the endorsement survey, as previous candidates with voting records, the group decided to add Peltola and Sullivan to allow for party endorsement or non-endorsement.
• In the House section of the survey, the group decided to add Begich (who did not fill out the endorsement survey), to allow for party endorsement or non-endorsement.
• In the gubernatorial section of the survey, the group decided to add Wilson, Walker, and Bronson (who did not fill out the endorsement survey), to allow for party endorsement or non-endorsement.
• The survey will be updated and sent out to the email list and be open through July 31st. Afterwards, the results will be compiled and the Primary Endorsements sent out to the candidates and posted to the alaskaneighbors.org website
  • The email will also include the link to the meeting minutes to allow folks who could not participate in the Zoom to read about the discussion that took place to add in candidates who had not filled out the endorsement survey.
  • The email will also include a poll for the next meeting date to take place after the Primary Election and discuss the endorsement process and next steps for the General Election.

Juneau (2), Nome, Anchorage, Fairbanks, Dillingham

• Send out press release about AK Neighbor’s Party being registered with Division of Elections
• Reviewed and updated endorsement survey
  • Will be sent out to all candidates and due by July 22nd
    • Will be compiled and sent out to AK Neighbor’s mailing list by July 24th
• Endorsement Meeting will be July 26th at 10am
  • Candidates will receive a percentage ranking and any documented dissent
  • Will also discuss Ballot Measures

Juneau (3), Anchorage

• Review suggested comments for the Bylaws
  • Review each section and re-numbered sections to break-up membership and meeting into their own section
  • Updated finance section
    • Pat moved that we adopt the Bylaws as edited. Colin seconded.
      • 4/4= 100% Strongly Approved. No dissent noted for the record.
      • Bylaws will be submitted to the Alaska Division of Elections during the week of June 15th
• This standing weekly meeting of what has been kind of a bylaws committee will start reviewing Policies and Procedures
  • Proposed Annual Calendar for General Membership Meeting
    • 4 or 5 meetings around the legislative seasons
    • Community Groups, Special Topics, and Committees will set their own meeting schedules and structures
• Review proposed Press Release once paperwork is approved at Divison of Elections- unclear what timeline to be added as a party will be
  • Added an “ask” to the press release encouraging people to update their voter registrations

• Talk through finance section of bylaws: no solicitation of monetary donations
• Have everything we need to file with division of elections
  • Send out bylaws for review to email list. Comments turned on to discuss at 6/14 meeting.

• Reviewed email about suggested changes to language on the website
  • Discussion about potentially updating language on about page
• Review emails about suggested changes to the survey
  • To do list: Update survey to reflect new open-ended questions about ethics/corruption and LGBTQ+ rights
• Review email about outreach to Independent legislative candidates
  • Discuss ways to potentially outreach to current independent legislative candidates
  • To do list: Write a second draft of an outreach letter
• Review bylaws
  • Heard back from APOC and others about reporting in-kind
  • Current political process requires “chair”, “co-chair”, “Treasurer”, “Deputy Treasurer” but many parties will register multiple people in those roles so we could maintain lateral
  • To do list: Update financial section

• Juneau Community Group Discussion: Mill rate cap
• Continue bylaw discussions: Candidate endorsement process/Process for Ballot measures
• Updated timeline:
  • Compile policy survey (January-May as legislature is ramping up)
  • Build application form before August 18th Primary
  • Candidate outreach – send out the application form after primary elections. September 1st
  • Candidates fill out endorsement application forms before October 1st
  • Meeting results Meet in early october.
  • Setup meetings to review and vote on endorsements
